HOUSE CONCURRENT RESOLUTION NO. 66

Requesting the Joint Committee on Government and Finance to conduct a study on the makeup of the State Fire Commission and make recommendations regarding the possible restructuring of the Commission.
WHEREAS, the State Fire Commission is responsible for the operation of fire programs within the state including training, uniform standards and certification, finance and planning and fire prevention and represents both volunteer and paid fire departments and fire departments from both rural and urban areas, the structure of the Commission should reflect the interests of the different fire departments that it represents; and
WHEREAS, the financial management of the State Fire Commission should benefit the interests of paid and volunteer fire departments in both large and small towns; and
WHEREAS, the State Fire Commission, in its current form, has had difficulties with the attendance of Commission members; and
WHEREAS, the current composition of the State Fire Commission presents questions about the best form of organization for the Commission, such as the possibility of restructuring the Commission, by creating two separate boards for volunteer and paid fire departments, with the State Fire Commission serving as a board representative of the other two.
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to conduct a study on the makeup of the State Fire Commission and make recommendations regarding the possible restructuring of the Commission.
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 1998, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That expenses necessary to conduct this study and to prepare and report necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
